The Ministry of Finance & Development Planning deemed 3rd party deductions made through the payroll system to be an administrative burden because of over committed salaries and numerous requests for deduction codes.
Client civil servant borrowers may have deductions from different sources going through the payroll. This meant that an import had to be done for each one of these deductions. In turn, the same number of files had to be created at the end of the payroll run. In addition, this resulted in too many print lines being used on the pay slips. Therefore, there was the need for deductions to be consolidated into one amount which is sent to the Ministry of Finance & Development Planning for processing.
BOTUSAFE was therefore set up as the Central Registry to act on behalf of 3rd party users of the Botswana Government payroll and the Ministry of Finance & Development Planning. BOTUSAFE Investments Pty Ltd has designed a system which consolidates deductions into one, (by omang number) before being sent for processing.

The Board
Mr Modise Mokgathong is the current Managing Director (A) of BOTUSAFE Investment. As an astute leader, his corporate experience ranges from ICT, Insurance to name a few.
Modise graduated from the University of Botswana with a Bachelor of Science in Physics and Mathematics. Additionally, he graduated at the University of
Cape-town and Alumni of University of Stellenbosch where he completed Senior Management Development Programmes respectively.
Modise has 20 years corporate experience under his belt having worked at BTC as a graduate trainee and rose through the ranks to became part of the senior
management team.
Prior to being appointed MD, Modise was instrumental in the formation of BOTUSAFE Central Registry for the micro-lenders in Botswana as an entrepreneur. He has been a board member since 2006 and currently
he is vice-chairman of the board of directors.
He has previously chaired the Finance and Investment committee, currently the chairman of Larissa Hotel as subsidiary of BOTUSAFE. He sits on the board of Alpha Direct Insurance, a role he has held since 2021.
Modise is a former member of GRAPA (Global Revenue Assurance Professionals Association), FIINA (Forum for International Irregular Network Access). He is a member IoDSA (Institute of Directors Southern Africa).
James is a qualified teacher by profession and currently part of the National Executive committee of Botswana Teachers Union.
James holds a bachelor’s degree in Education from the University of Botswana. He is a member of IoDSA. James has been instrumental in establishment of Financial Literacy program at BTU. He is currently a Treasurer
at BTU and BOFEPUSO and a board member of MorePower. James has a wealth of experience as a corporate leader and believes in a motto of Trust and
Verify.
James joined BOTUSAFE board in 2015 and assumed the role of chairperson in 2017. He has been instrumental in 2015 strategic drive of BOTUSAFE, in ensuring unprecedent 12 million profit in the year 2020.
Winston joined the Board of Directors of BOTUSAFE Investments 2016. He qualified with a Bachelor of Education (Science) from the university of Botswana in 2000. He took over the leadership of the union as the President Botswana Sector of Educators Union (BOSETU) in 2016 and presides over the National Executive committee.
Winston attained a Master of Science in Strategic Management in 2015 from the University of Derby, UK. He was certified in leadership development from IDM in 2009. Winston has been in the teaching industry for the past 22 years and progressed in the various levels to being a senior teacher at Francistown Secondary School. He has been instrumental in the Botswana labour movement and advocating for the rights of the civil servants.
Winston is currently the Director for Thusanyo Funeral Parlour and member of the board for PEUBO Microlending, as well as a member of the IoDSA.
He is currently the member of the BOTUSAFE
Procurement, Risk & Audit Committees.
Ned has an MBA from the University of Botswana, a Degree in Master of Arts in Development Economics from the University of East Anglia, a Post Graduate Diploma in Economics from University of East Anglia, a Diploma in Bank Management (Sweden-Conceptor International), a Degree in Statistics and Economics from the University of Botswana. He completed the
Senior Management Development Programme offered by the University of Stellenbosch Business School, Investment in Excellence by the Pacific Institute, change management and business Excellence, Service level agreements development, Project Management (BNPC), Goal Oriented Project Planning sponsored by GTZ.
Ned currently works for Botswana Sectors of Educators Trade Union as Executive Director which oversees the general running of the union administration and sound management of all its entities. He has previously worked as a Group CEO for Pule funeral Services, Head of Retail for Botswana Post, and Head of Business for Botswana Savings Bank.
Ned is currently a Board Member of AON Preservation Pension Fund and Chairs the Investment Committee of the same Fund.
Ned joined BOTUSAFE board in 2018 and is part of the Finance and Investment Committee.
Norman Baraedi is a seasoned teaching professional, who has been in the industry for the past 20 years and passionate about contributing to the betterment of the teaching fraternity at various levels. He has been involved in the national executive of Botswana Teachers Union as an additional member which he became part of in the past 8 years. He is the deputy Secretary general of Botswana Teachers Union.
He attained his bachelor’s degree in Primary education at the University of Botswana after attaining a Diploma in primary education. He is currently heading the department of Learning Difficulties in the Primary Sector.
Norman is a member of the IoDSA and the current Chairperson of the Appointment & Remuneration Committee.
Kgomotso is a qualified Accountant, with a Bachelor of Accountancy from Vitoria Falls University in Zambia. He is currently pursuing his master’s in business administration in Finance and Accounting from University of Zambia, Graduate School of Business since 2020. He has a wealth of experience in Financial Reporting and Management accounting. He acquired
his expertise from working as an accountant from the Ministry of Finance. His skills and expertise his seen him rise to be a senior Accountant in the Office of the Accountant General.
Kgomotso became a member of the board to bring in his experience in management accounts and has been instrumental in providing input to new reporting tools for the entity. He is a member of the Appointment and Remuneration Committee where they drive the human capital strategic intent of the business. He also holds a position of the Treasure General at Botswana
Federation of Trade Unions.
Kgomotso is a member of Botswana Institute of Chartered Accountants and Institute of Directors of Southern Africa. He is a member of National Executive
of BOPEU as an audit member.
Dr Kuda Tshiamo-Kgati a Motswana female attorney admitted to practice law in the High Court and all courts of the Republic of Botswana as an attorney,
conveyancer, and notary public since 2012. She has ten years’ experience in policy development, corporate commercial law, international trade and employment law litigation to name a few.
She is currently engaged at Botswana Telecommunications Corporation (BTC) as Head of Legal Services. She is an award-winning attorney having been
awarded 2021 Africa General Counsel of the Year by Africa Legal. She was also the recipient of the Strategic African Women in Leadership Trailblazers Awards 2020.
She holds a PhD on AML/CFT from the University of Pretoria, South Africa; a Master’s Degree in International Trade and Investment Law (LLM) from the
University of Pretoria in conjunction with Amsterdam University, Netherlands. She is a Master of Business Administration (MBA-International Business) holder obtained from Amity University through Botswana College of Distance and Open Learning. He holds a law degree from the University of Botswana.
Dr Kgati became a member of BOTUSAFE Investment board of directors in 2021. She brings in a deep wealth of legal expertise and corporate governance.
She is a member of Appointment and Remuneration subcommittee to enhance the human capital of the business.
An accounting professional with nine years’ experience and a full qualification in CIMA. She has vast experience in financial data management, financial information compilation, financial reporting, financial performance
assessments and analysis. She is a well-rounded director whose expertise encompass management accounts overview, risk management, and operational management.
She is a member of BICA in good standing, who has held financial management roles in various finacial services industry.
Obakeng holds a CIMA qualification from Botswana Accountancy College, and is currently serving at Botswana Post as Capital Investment & Profitability
Accountant. Her responsibilities include Pricing & Product Profitability, Capital Investment Appraisal andStakeholder Management. She has worked at Air Botswana as a Management Accountant and currently at Botswana Post as Chief Accountant.
She is currently the chairperson of the Finance and Investment committee and a member of IoDSA institute. She joined BOTUSAFE board in November 2020.
Tebogo is a Professional Engineer registered with Engineer Register Board – ERB and holds Bachelor’ of Science (Automotives Engineering) from Colorado state University-USA. He also hold MSc in Strategic Management, CIMA diploma, Enterprise Risk Management Certificate and various Quality Management Systems certificates – QMS
Pheresi currently holds position of Regional Chair. He is also a member of the BOPEU National Executive committee- NEC. Tebogo has a wealth of experience in Standards Development, Quality management systems, Risk management and cooperate governance.
He is also a board member of BOBS Pension Fund as a Trustee, represents Botswana at International Standardisation Organisation Technical Committee
in Circular Economy (ISO TC 323) and SADC TBT COVID-19 Task Team (STCTT)
He is currently with Botswana Bureau of Standards – BOBS where he is responsible for Technical editing of National Standards and Quality Management system Auditing. Tebogo has been exposed to the Quality Management system and enterprise risk management using various tools
such as FMEA in Manufacturing Projects.
He joined BOTUSAFE board in 2018 and has been part of the Risk and Audit Committee. Tebogo has undergone corporate governance training, enterprise
risk management and finance for non-finance director offered by IoDSA, of which he is a member.
Dr Mokotedi is a seasoned Data scientist and Educator with 28 years of experience. Dr Mokotedi started his education career with a Bachelor of Science Degree in Computer Science. He has a Master of Science in
Information Science Technology from University of Manchester Institute of Science and Technology. In 2007, he successfully completed PHD in Computation from the Univesity of Manchester.
Spanning off his career as a Mathematics Teacher, to being on the Information technology field as a consultant and later took on a more Professional route as he began his career as a Lecturer in Computer Science, teaching on Web Technology and Applications, Decision Support Systems, Information Systems Engineering, Web Engineering and Human Computer Interactions to name
a few.
Dr Mokotedi is Currently a Researcher at Botswana Institute for Technology Research and Innovation Leading software R&D teams working on both in-house and client projects and designing and implementing software
systems in various domains including healthcare, tourism, education and e-government.
He Joined BOTUSAFE board in 2006, and currently the Chairperson of the Risk & Audit Committee as well as the Procurement Committee.
Dr Mokotedi is also a board member of Larissa Hotel, a subsidiary of BOTUSAFE.
